Weird high idle issue

Hey guys,
So I've got my EM1 not too long ago and have been having this weird idle problem, it's not horrible, but i'd like to get it fixed.
Issue: When the engine is cold (i.e.: car stood overnight) and I start the car, it will idle at around 2000 rpm, and it will continue to idle close to the 2000 rpm mark even after the engine has reached operating temperature. But, if I were to turn the car off (after it reached operating temperature) and restart it, the car idles right under 1000 rpm (where I think it should normally be after the car warms up?). The CEL is OFF, no codes stored in ecu.
Today I did some trouble shooting. Back-probed pins 1 and 3 on the tps sensor and let the car idle. Measured the voltage across those two pins and got around 5 volts (the manual says it should be around .5 V at idle and 4.5 V at wot). I loosened the bolts on the sensor and moved it around; still around 5 volts. BTW, the rivet screws on the tps were replaced with regular phillips screws, so it looks like the PO messed around with it or whatnot.
With this said, is my tps sensor faulty? If so, I know that honda doesnt sell them separately, but I found a blox tps on ebay. How do those compare to oem?
Any input on this would be appreciated.
