please help. wiring problem

Default please help. wiring problem

ok so my friends 94 boosted ls civic coupe with a wire tuck has a wiring problem... so his whole cluster dont work but it lights up still. the turn signals dont work to. his head lights and brake lights turn on though. we checked all the fuses but cant find any that are blown. wen also check the relays but cant tell if they are blown or not. anyone have any ideas? thanks

not sure if it helps or not but last time my turn signals wouldnt work was cause they lights werent properly grounded

Double check 10A dash fuse 15.
