HELP: Civic Runs To Rich

I took my civic to get emissions and it failed the Hydrocarbons test and the Carbon monoxide test. My CO % Read at 9.19 and it has to be 0.94 or under and my HC ppm read a 298 and it has to be 167 or under. I have reset the timing and replaced the spark plugs adjusted the valve lash. i have no idea on what else i can do. i know there is something wrong cause the CEL is on but when i try to jump it off the SRS blinks and the CEL stays steady.

When the key is turned to ON(II) (engine not running), does the CEL remain on steady without the service connector jumped? Or does the CEL turn off after 2 seconds?
Have you also replaced the plug wires, cap, and rotor?
(The blinking SRS light indicates a problem with the airbag system)

the cel goes off with out the jumper in it, but once the car is cranked it comes back on. But i just fount this out today i have the p06 non-vtec ecu and i need the p08 vtec jdm ecu. i have just ordered one of those and i hope it will fix it. cause the car runs like crap.

Nonetheless, here is how to pull the CEL code(s):

You generally must replace the entire distributor housing when any of the distributor sensors are bad.
If you can find a TDC sensor (resistor), it is possible to remove the bad one and solder in the new one, but most people don't do this.

on 2nd note everything is fine with the dizzy, so it has to be the ECU Ordering a P08 now.
I had that damm cel 8 forever and I new my dizzy was good so I never replaced it. I later found out that one of the pins was slightly depinned so it was not making a good connection. So if you know your dizzy is good, I would make sure that it plugs in nice and tight and when you look at the plug you can see all the pins.
