Are 88-89 and 90-91 crx headlights the same or are they different?

actual headlights are the same. the brackets that they bolt on to are different. they differ where the corner lights attach to the them.

90-91 civic/crx headlights have the tube so your headlights dont fog up and get mositure like the 88-89 civic/crx headlights

Do they fog up really bad? I bought some for my 90 crx but the ones I got didn't have the tubes. Do I have to take the frame off the lights or can I just bolt it in with the metal frame. My old metal frame is broken and bent in some places

its part of the housing and they do fog up really bad if your headlights have a bad seal.

As mentioned....

88/89 Civic and crx share the same headlights

90-91 Civic and crx share the same headlights

The actual headlights themselves are the same for all 88-91 civic and crx models, only the headlight bracket is different and can be swapped. The difference in the bracket is only for your corner lens's

So I can't just put the 89 head lights with the metal frame into my 90 crx?

You can, but if you do... you would have to convert to the old style of corner lights.
