Default 1995 honda civic AC problems

So my AC idler pulley was going bad this past winter and it was making a bad bearing niose, so i figured i'd look into it during the summer and cut off the AC belt. The AC was blowing cold air then, just the pulley was bad.

Today,i replaced the pulley and also checked for freon level, which was fine. However, the AC doesn't blow cold air anymore. The clutch doesn't engage as well as the condenser fan doesn't turn on either.

So i took off the fan relays and cleaned them up and put di electric grease on them. thought it would kick off on highway speeds so took it on the freeway, still no AC.

I am really surprised as i have no clue what to check for now. As i said the AC was running fine before i cut the belt.

Please help...

Is fuse 13 or 35 blown? If not, check the A/C thermostat in the evaporator and the heater control panel.
