HELP!!! B16 HIGH IDLE, THROWING CODES ALSO...PLEASE READ

OK.. i'll try to make this short as possible
runnin a jdm 2nd gen b16 in a 95 coupe. p30 ecu. no check engine light, but when i jump the service connector, it displays code 7 - tps and code 14-iacv i checked the tps voltage, its correct. it also idles at 1500 when warm...
with service connector jumped, i unplug the iacv and idle drops to about 1100... i adjust the idle screw on throttle body and it doesnt drop at all...only goes up!
checked the timing and the dizzy seems to be retarded more than normal, but its shooting 17 degrees with a digital timing gun which is fine. if i retard the dizzy all the way, it stilll idles at like 1300... which isnt right. its a stock b16 motor, stock p30 ecu...
CAN ANYONE PLEASE GIVE ME SOME ADVICE ON WHAT TO DO NOW??? im kinda stuck...
new map sensor??--->running stock sohc map, the kind on the firewall...
new tps?
new iacv?
try bleeding coolant more??
another thing... the car starts to overheat at times, when on the throttle a lot...
hopefully someone on HT can give me some advice...

yes the voltage is correct and yes that is how i tried adjusting the idle...
could it be the FICV?? or IACV bad?? and why would the tps throw a code if its reading correctly?

If you reset the ECU, do both codes return?
Have you checked the TPS voltages at the ECU plug? Have you checked the TPS and ECU wires for a short? Are the connectors swapped? If all is fine, swap in a known good ECU.
