Default Sticky Throttle Body?

91ex y8 head

This is a weird problem i've been having, thought it was due to the throttle cable but now i think its the TB itself.

Even at gentle acceleration, the TB will stay open until i either stomp and the gas pedal to jolt the butterfly valve, or shut off the car.

While this was happening a couple days ago, i shut off the car and got out to notice the TB was about halfway open, i closed it by hand and noticed it was hard to close, like it was sticky or something.

I havent had the chance to fix it, but has anyone ever had this happen? Im pretty sure its not the cable.
