Default 2000 civic factory security

I got givin 2 me the factory security unit kit brand new in box by a friend. I know your gonna say get an aftermarket alarm. Heres my question and main goal does this security box control the keyless entry it plugs into a green 22 pin plug under dash where your right knee basically is. I use a test light and ground out green and orange wire it locks and then ground out green and white wire it unlocks. I cannot get the remote to program with the instructions out of the manuel. Under the drivers kick panel is where the keyless entry box should be its not there either is the plug for it. I am so frustrated all I want is the factory keyless entry to work. I do not want an aftermarket alarm remote start or aftermarket keyless. I want to figure out what I`m doing wrong or missing and where is the plug for the keyless entry why isn`t it behind the drivers kick panel. Is it inside the factory security box since the 22 pin green plug has 2 wires that lock and unlock the doors Im so frustrated and want someone that has dealt with this frustartion to help me out. Make and model is a 2000 civic coupe SIR model friggin car has every other option why not keyless entry

Is the 00 security kit for an 00 SiR or for a U.S. model?

the kit was bought @ CFL honda in florida but its the same as the canadian kit a dealer in toronto has one left in stock. theres a switch on the main security box switch has a mode for dx/cx then switched downward mode for ex/si/lx/hx. when I put it in dx/cx mode it passive arms like the manuel says it will. I need to figure out the keyless end of it so it will lock and unlock my doors and maybe arm the security like it should but my main goal is to have factory keyless entry

The service manual shows that the 00 SiR does not have the keyless unit behind the driver kick panel but does have the door lock control unit in the driver's door.

Great this has been the help Ive got so far yes I seen the power door lock box behind the door panel and yes there is no module behind the drivers kick panel. Im curious why isnt the plug there wouldnt they have it there anyways beeing an add on. I have seen some SIRs in the autotrader with factory keyless entry. Is the plug hidden somewhere for the module box because if it was Id like to find it then I could order the module box. I looked and I could not find the plug anywhere
