Default car running rich on stock setup??

i have been having some trouble getting my car to run right after a fresh swap.

1995 del sol
jdm b18c obd1
jdm p72 ecu obd1
no check engine lights. new filters, plugs, wires.

in lower rpm's it lacks power and in higher rpm's it still lacks power just not as much. i took it to a shop and they checked the fuel pressure and it was at 40 psi at idle, spiking to about ~52 or so throughout the rpm range. they said that seemed normal but the car is running rich for some reason. i think at higher rpms it lacks less power than lower rpms because the secondaries are opening up and getting more air. is this right? has anyone had this type of problem with a stock swap?

the shop recommended that i either get an FPR or a tune because their guess is that the sea level differences from japan and here affect the air intake.

any ideas on fixing this? im stumped :/

thanks

Is vtec working? are you blowing any kind of smoke?

vtec works and car revs to normal redline. no smoke and no cel's. the car is incredibly sluggish

Hmm Id do a compression test just for the heck of it to see how healthy the motor is. Check your ignition timing too. Did you replace the dis cap and rotor? if not might as well take that off and see how it looks

the cap, rotor, and distributor are only like 2 months old and in great condition that came off my old b16. i havent done a compression test but i got the engine from hmotors and steve claimed he did one before it was shipped out. as for the timing, i dont have a light so ive been going off of sound and how the engine responds to the change. but no matter what position its in it doesnt seem to fix or even help the problem.

the story: car is a 95 del sol vtec that had a b16a in it (not original motor) when i got it. rings were bad and leaked alot so i decided to upgrade to b18c from hmotors. got it running and it was throwing a few codes 14 and 21 if i remember iac and vtec solenoid as well as a surging idle. took both vtec solenoid and iac off and cleaned (vtec worked before cleaning) but code 14 remained. found out that 2 sensors were switched, the evap (which the jdm doesnt have nor look for) and the iac. idle was still surging so i tried my iac off my old b16 and worked perfect. currently it idles at ~900 and the only problem (not even sure if its a problem) is a slight surge of ~75 rpms.

Does it still run slugglish at high rpm's or just at low. I would suspect its too rich down low. So you are running the stock FPR?

yeah, its the stock fpr. and its still sluggish at higher rpms. just not as bad but still quite noticable.
