Default help oil leak bad

well i got a bad oil leak got the timing cover of cause it looked like it was in there or from the oil pan. so i took it off and looks like my balance shaft seal has pushed off and know u can push it in by hand so obviosly it needs to be replaced as i was doing research on what all i need to do to replace it. i have a few questions. first noticed that there was some talk about a retaining clip where could i get it and how much is it? and is it worth it. next should the timing belt be replaced was done 20,000 miles ago. what all else should be replaced if anything please help me and if at all posible i need to try and do this pritty cheap if possible i know u really shouldnt cheapen up with the timing stuff. all help is great full
