I have never heard of ABS being required for a brake inspection. I think you just need brakes, not ABS brakes. I would want to fix the light as well, but I don't think you should be required to have functioning ABS for registraiton. Where do you live?

Hey guys thanks for the replys, but in California you need a brake inspection for a totaled vehical and i already asked about it at the inspection station and they said that the light is a fail so I just need to fix it.

Most of the overrun problems I have repaired involved replacing the accumulator on the ABS modulator assembly. Not the entire assembly itself. Used ones can be faulty, so buy a new one.

The DTC you have actually means that the pump motor is running for a longer period of time than it should during start-up. The accumulator has a gas charged resevoir in it. If the gas has leaked out the pump motor won't shut off for some time causing this DTC to set. I bet this is your problem.
