96 Civic ECU in a 98 Accord?
I bought this Turbo Accord from Jersey and its an awesome car, i love it.. my problem is that shes running with a an OBD1 ECU so when i bring it for an inspection it fail straight off the bat because they are expecting it to be OBD2
does anyone know what i can do to get this car inspected?

but do they physically check the ecu? If so, they make conversion harnesses obd1 to obd2. Then you would need the same map you were running before (if it ran alright). To do this you would need a chip burner and a socket.

There is no simple solution. You need to run an OBD2 ECU in order to pass the emissions test. You may be able to run a stock OBD2 ECU and disconnect the turbo from your manifold. IIRC the test requires the ECU to have passed all of it's parameter tests as well. This requires that you run the car for a certain number of cycles before the test will pass.
I'm not sure if you can pass the testing while keeping the turbo, running an F/IC in conjunction with the stock OBD2 ECU or not. I'm sure there would be someone with more first hand information in the forced induction forum.
