The IAB's are held open by a spring naturally, they are pulled closed under low rpm by vacuum, so just unplug and cap the vacuum line going to the black plastic box from your intake manifold, and they will remain open.

Cool, thanks. So if I have a friend rev the car in neutral will I see the spring move?

I'll plug the vac line for now and see if it makes any difference when driving. Is the reason some people cable/zip tie them so that they dont introduce any possible vacuum leaks?

put a vac nipple over the port for the Vac box, it will keep the butterflys open. However, unless you are tuned, this will not gain you any hp. You'll lose on the bottom torque curve, and gain 1hp on the top... not worth it but to each his own.
