Default VSS or bad cluster?

I have a '94 Accord EX 5spd(F22B1). At WOT in any gear, I hit rev limiter between 55 and 5700rpm, which strikes me as odd considering the redline is 6200. The speedometer works occasionally, but usually not at all. When I turn the key forward without starting it, sometimes the speedo will jump to 70 and sit there.

The tach appears to be accurate, idle at about 750-800rpm, all other gauges (gas, temp) work fine, and there's no check engine light. I can't hear or feel VTEC engage, and the oil level is fine.

I'm thinking it's the VSS but I'm not sure, if I could find a cluster in a junkyard around here to throw in and try, I would, but I can't... so I'm stuck. Help is appreciated!

The gauge going to 70mph makes me think you either have a short in the VSS circuit or your speedo gauge is bad. Your VTEC won't engage if the ECU thinks the car isn't moving, but you wouldn't feel it engage in that engine even if it is working properly. If VTEC isn't engaging, I'm surprised you'd even been able to rev that high on the primary cam lobes.

I'm not familiar with the 94 model, but I can give you a rough troubleshooting guide based on a '00 model. The VSS should have 3 wires going to it. Ground (black), power (black/yellow), and signal (blue/white). Your ground wire should have continuity to ground. You should see battery voltage ~12v between ground and power wires with ignition on. You should see 5v or more between your signal wire and ground. You should also have continuity between the signal wire at the VSS and the signal wire at the instrument cluster. I'm not sure what wire that is for your car, but mine was the same blue/white wire, and I think it was in plug B slot 2 which was the plug on the left side of my cluster IIRC.

Your best bet is to spend ~$20 on a Haynes manual and start troubleshooting with a multimeter.

i have same car and same issue...ive been told the cluster or the speed sensor. i got the sensor for like 25 bux on ebay since it was 95 bux at autozone...where i freaking work...lol. i have yet to try to put on the new sensor. i know where its at what is involved just to lazy to do it cause of not being sure if its gonna fix my issue. I've had the car for around 8 months and it worked for like 2 days when i got it then that was it. every once in a while it would start working (speedo) but now it never seems to work. Ive had 160k miles on the car since i bought it

The VSS sends an A/C voltage signal to the speedometer head. I don't think a false signal from the VSS is causing this problem. I suspect a bad speedo head. I believe RPM is recieved by a signal from the igniter.
