HELP! Motor does not make power past 7000RPM

Hey guys..
I have a 2000 ITR swap in my 2000 GSR.
Me and a buddy put the motor in and everything was fine, motor is stock!
I put on an aftermarket distributor.. just incase it matters
2-3 weeks later I notice that 80% of the time I would rip my car, at around 7,000 Rpm my car will act as if it has no power, (redline is at 8400) and does not pull hard. Its like a bog at high RPM. I got my car dyno tuned to see if it would help.. My tuner said my "MAP is goes down as the dyno pull occurs so try changing the map sensor". wen it runs bad it makes 159hp, and wen its good it makes 182hp.
So far i have checked my timing, changed, distributor(2 OEM b20 ones, i cut off one leg to make it work), injectors, spark plugs,spark plug wires, map sensor(used) and air filter, and ive tried a different ecu. car is OBD2B but i have jumper harness making it OBD1.
im losing to slow cars and its really getting me angry. someone please give me some tips.
