Default Car is rev limiting at 3.5k

Just bought this car from this guy 98 Honda civic, he told me that he had the motor replaced but when I inspected it everything was hooked up good but the motor in the car was a 92 d16z6 and the check engine light was on. I took it up to the Firestone where my boy worked and used the reader for the codes , looks like a speed fluctuation sensor was apparently missing and I can see it unplugged now after doing some research it was to my understanding unless I got it wrong that the 96 and up do not had this? After checking all the wire harness I found out a few plugs were unplugged that were throwing originally other codes but they cleared and now. The only thing left is the speed fluctuation sensor plug and no where to plug it. Now after driving the car for a few hours I have the problem of the car rev limiting at 3.5k. It's an on and off problem but i could let it sit for a day or so and it will start up just fine, and then I drive it again and the same problem , I'm out of ideas ????

if it has a z6 motor in a 98 civic with a 98 civic ecu or y8. you dont have the knock sensor, Crank sensor hooked either. you would have to get a lower timing gear from a y7 or y7 and use the y8 oil pump/ pick up and oil pan. it can cause this to happen...96-00 had the crank sensor by the lower timing belt not in the dizzy like 92-95.... or you will have to get conversion harness and run a p28

you need a conversion harness for a obd2a-obd1 and a p28 ecu both could be found on ebay. just make sure the ecu is a 5spd

Does it matter if my car is a automatic and will a b16 dizzy work on a d16 ? I found oil in the cap so I figure there is some kind of crack or something
