Default Bad Cluster?

Hey guys I am having some trouble with my cluster. It works just fine when the lights are off. However when I turn the lights on the cluster starts acting up. The tach will go crazy along with the temp gauge. Also the fuel gauge will just stay on full. On top of that the high beam lights and turn signal lights will flash quite a bit. However if you turn the lights off everything works fine. I am thinking the cluster is grounding out. What do you guys think?

yeah just traced all the headlight wires and everything is a mess. Just bought this car and I am ready to sell it. The idiots who did the wiring messed everything up. Either that or hunt for a new body harness.
