i'm having trouble with the start up.

little background:

97 y7 block/tranny
99 y8 head IM
using stock d16y7 headers
stock y7 harness but shop added on the wires for the vtec solenoid.
obd2a to obd1 jumper with virgin p28 ecu.

SO THE PROBLEM IS IT WONT START!
it'll crank but won't fire. i checked the firing order 1234325 times and im sure its correct.
just replaced the fuel pump and strainer 5 mins ago! There is no fuel going to the fuel rail.
Im all out of ideas. when i crank the car and stop, theres a buzzing noise coming from the IM.

PLEASE HEEEELP! i need the car out the garage fellas

ok so now i got the fuel going in. **** wont fire! i figured its my timing? ima go check it now please give me any input you have

 

car starts! idle is rough and doesnt really have power cause when i step on gas nothing happens. timing? anyone out there?
