The engine balancer shaft could be out of phase.

You would have to remove the timing covers and a small plug on the back of the engine block. It's time consuming but wouldn't cost money in parts to check.

I'm not sure if this your problem or not but it might not be a bad idea to check since you've pretty much replaced everything else in the car.

Seems like if there was a problem with incompatibility with parts the problem wouldn't go away and would only get worse as you increased rpms.

definitely sounds like the balance shafts are out of sequence, best you get your search on for getting them aligned. If you don't know what they are or aren't very confident with your ability to adjust / check them, I would advise taking it to a mechanic for them to check it for you. Also could you tell us what the engine code / model is??

hell.... since Im such a nice guy I will even post something TouringAccord wrote up for the changing of a cam belt and balance shaft belts on a F22B1 (guessing thats the engine in your car??)

https://honda-tech.com/forums/honda-accord-1990-2002-2/how-replace-timing-belt-timing-balancer-belt-water-pump-f22b1-1908944/

Take your car to another mechanic, as anyone with the slightest bit of Honda knowledge would know to check the balance shafts.... as stated below the clutch wouldn't have the symptoms youre describing.

like everyone suggested balance shafts, if it was ur clutch the car would buck like mad while it was slipping and grabbing
