You know the hose that goes from the top of your valve cover and attaches to your intake pipe? (the blow-by hose I think) .........

I've been seeing people putting a tiny breather on the valve cover and getting rid of this hose altogether.

What exactly does this breather do in this position? Does this increase or decrease performance in any way? Can someone clarify why people do this?
