Default 1999 Civic SI is this normal? Video Inside

Alright Is this normal for a 1999 civic Si to do this? The video is me pressing the gas normally and letting off and watching the rpms drop and stick for a second and drop down to normal idle. Just want to know is this is normal or not cause I've been having some CEL and idling problems. Sorry for the sideways view.

Looks normal to me also, IIRC my old D16Z6 did the same thing and my LS does it to IIRC.
