Default Rapid clicking noise from starter

Car is a 98 accord. Manual, 2.3L engine.

I went to start the car and got a single loud click from the starter and then nothing. Thought the battery may be dead but lights and radio work and I am getting 12V across the terminals.

I replaced the starter with a remanufactured unit and then I got rapid clicks from the starter. I replaced it with yet another starter and the noise is the same. Rapid clicks and the engine wont even try to crank.

So I tested the current at the starter and got 10V.

Let me know what you guys think. Thanks in advance.

That clicking sound is probably the solenoid. Did the starter come with a solenoid or did you use the same one you've always had?
