D15B NON Vtec won't start... timing issues

Default D15B NON Vtec won't start... timing issues

so i've tried to line up the timing marks on the camshaft and the crankshaft pulleys... but for the life of me i cant get them to line up... every time i think it gets lined up i tighten the tentioner and it off like half a tooth or a tooth? i dont understand it.. i've already replaced the main relay the ecu was tested and is good..the car will not run and i've done the timing about 25 times with the same result... am i not supposed to use the timing mark at the 7oclock possition for the jdm d15b? .. does anyone know whats going on? any help is appriciated.
