I BOUGHT AN OBD1 HARNESS AND I CUT AND SPLICE THE DISTRIBUTOR WIRES CAUSE IT A OBD1 DISTRIBUTOR AND ALSO MY MAIN HARNESS FOR THE ECU WAS CUT TO OBD2. MY PROBLEM WITH MY CAR IS THAT VTEC DOESNT POP AND I CANT REV PASS 6500. SO WHAT COULD BE THE PROBLEM?

Do you have any check engine lights? If I understand you correctly you are now using an OBD1 engine harness but are still using the OBD2 ECU? If so the OBD1 engine harness will be missing a few things that the OBD2 ECU will look for, namely the crank fluctuation sensor near the timing belt. Your best bet is to convert to OBD1 by using a jumper harness and an OBD1 ECU and it'll solve most of your problems or try this http://www.ff-squad.com/technet/ckftrick.htm. Also you will need to check your wiring at the distributor:

You're probably not getting help because your post isn't very clear, plus being in all caps makes it VERY hard to read. You're "running O2 sensor for check engine"? What does that even mean?

YOu should just use your old harness and do the wiring yourself. rewire the distributor and use your obd2 ecu. Get the parts you need from an obd2 motor. It will make your life easier and you can pass emissions as well.
