Default roll cage question

i have a prebent cage for my 95 civic and the main hoop is very wide at the base. the outside of the piping is right up against the sill and i wont be able to get around it with the welder. can i weld it to the floor(well the 1/8" 6x6 plate on the floor) then run the bead up the side of the bar where it meets the door sill and then back down the other side? i just dont want to go through the work if it will not pass inspection.
