f22b sohc vtec swap problem??

What ECU are you using with the swap?
Sounds like your ECU is in backup mode (limp mode). It will only allow you to rev the motor to around 3K to 4K rpm. Your CEL (check engine light) is probably on. With that you should have a diagnostic trouble code stored on the ECU. Retrieving that code from the ECU should point you toward the problem.

1. You should be using a P0A ECU out of a 94-95 Accord EX w/VTEC. The ECU you are using now does not have VTEC.
2. There is a self diagnostics procedure that you can do to make the CEL flash the codes.

The process is the same but the location of the 2 pin connector may be different in your 92.

well its a vtec motor but i dont have it hooked up bc it only give u 5hp its a family car not for power so do i still need it? imma try that tomorrow an ill tell u wat codes it throws also im using the f22a dizzy external coil if that is a problem an also i dont have a 0s sensor an im using map sensor off the f22a
Use the right ecu and hook everything up properly. If you don't have it hooked up just because you're worried about MPG's, there are a lot of other ways to get good gas mileage rather than not have your car setup with vtec. Driving style is probably the first way to retain higher mpg's...then comes maintenance.

The VETC in the SOHC F22B1 engine is more for fuel economy than hp. Having the proper ECU to complement your engine will only help with fuel economy.
If you don't have the sensors wired properly or hooked up that will cause the ECU to go into limp mode. The O2 sensor not being hooked up could be a possible issue.

Ghost, doesn't he have an f22b which is different from the f22bx's? I'm just bringing that up because i know the stock motors with vtec were designed for fuel efficiency, but the f22b was a different motor all together iirc.

Not that different actually, it is still a SOHC VTEC F22B. Same specs as the USDM 94-95 OBD1 F22B1. The problems everyone has is dropping an OBD1 JDM F22B into an OBD2 vehicle. The OP's engine is running so I don't think he is having the usual TDC & CKP sensor issues. If those were messed up it wouldn't even start.
