1997 Accord A/C Help!!!

1997 Accord A/C Help!!!
1997 Accord SE. 4 cyl.
AC fans come on when AC button is pushed.
I cannot get compressor clutch to kick on unless I jump power to the compressor wire.
AC works and blows like it should when I jump it.
No fuses or relay's blown that I know of under hood or interior fuse panel.
I evacuated, leak tested,and recharged the AC system.
Any suggestions?
