Default H22A timing

So QUESTION. when checking timing and TDC. does TDC mean TDC right before combustion? so when I have the flywheel and cams at TDC for cylinder number one, should the rotor in the dizzy be facing the wire for cylinder number one? and is cylinder number one the closes to the belts? or the opposite? please answer asap.
