Proportioning valve high pressure release?

Proportioning valve high pressure release?
I discovered that the DUAL PROPORTIONING valve, on my 1994 Honda Civic LX 5-speed, leaks while I apply compressed air when 'bleeding' the brakes. It leaks fluid through, what appears to be a check valve. It only leaks when I 'bleed' the brakes w/ compressed air (applied at the fluid entry - brake booster) see attached pic.
Is this normal?

Did yours leak when you bleed the brakes? Did you use compressed air on the reservoir?
Mine acted like it was a high-pressure release and a steady stream of hydraulic fluid flowed out, while under pressure.
