Overheating as indicated by the cluster, or overheating as "Look at the steam pouring from my over pressurized radiator!"

It's really impossible to help you at all with your question because it lacks details and pics. Depending on how the turbo system is routed through the engine bay, it is fairly common to see 'heat soak' from the radiator. This happens when the turbo is located close to the stock radiator and the heat from the turbo heats up the radiator.
There could also be a chance of improper tuning leading to lean conditions. This would generate a lot of internal engine temps.
It seems that water flow is probably not an issue, but it shouldn't be ruled out just yet. It could be that the thermostat was installed incorrectly or maybe it isn't functioning properly. Many people have had issues with the aftermarket thermostats from autopart stores. It would be a good investment to using one purchased from Acura if he's not using one already. Has he performed the standard thermostat checks? *** Regardless of the problem and solution, once an engine has overheated then it is HIGHLY suggested that the thermostat is changed out. They are fairly delicate.
Last thing I can think of is the radiator fan. Has it been verified that the fan turns on when the engine warms up? When the engine runs hot is the fan on?

Is there any change in temp when the engine is running hot and he turns on the heater full blast in the car?

Same setup for a while... and it's been over heating all this time?
Or is the heat issue something new?

Might be time for a new radiator.

Who makes the radiator, who makes the fan, and is the fan shrouded? If Ebay is the answer for any of those, tell him to rethink his strategy because in THIS (notice the emphasis on this so Ebay nut dragers don't come in here and ruin my day) situation it is probably not the best outcome.

Have you tried removing the thermostat altogether? Is the timing Advanced?

^^ I guess you could do that to make sure flow through the thermostat isn't your problem.
Do not leave it out though.. you will run hot and probably detonate with out it.

What is your friend running for fluid?
More specifically, what kind of water and radiator mix?
I'm really leaning towards a clogged up radiator.

Other possibility could be a failing water pump... any leaks?

alright ill make sure he puts it back in if he hasnt, prestone coolant 50/50 mix, water pump can be failing he jus replaced it unless it was faulty for the start, yea thats wat im leanin towards too
