D15b installed, and all, but... revlimiter?

Default D15b installed, and all, but... revlimiter?

Ok so i've broken in my single stage jdm d15b vtec motor with 5k miles. i was looking on wiki and the red line is 7200, and the revlimiter is set at 7500 stock. Now my Q is, does that mean that the valves don't start ( un-adjusting ) / ( floating ) @ 7200 or 7500 rpms?

I have yet to rap the crap out of it. I had a friend set my rev limiter to 7500 rpms, but i don't wanna do another valve adjustment for a while. Thanks for the help!
