Icon6 Brake problems....

so my hatch has this problem....it keeps breaking the rubber piece that goes on the rear wheel cylinder causing it to loose brake fluid and my brake pedal hitting the floor ...its drum brakes...i took it all apart and noticed that the cylinder is only pushing one side instead of both of the shoes anyone have any idea why this is happening?I bled all 4 wheels i think i did it corectly but not sure.
