94 Sol with a SOHC non-VTEC ZC runnin a P06 ecu - will not rev over 3500, any advice?

94 Sol with a SOHC non-VTEC ZC runnin a P06 ecu - will not rev over 3500, any advice?
So, I've posted this in solsociety's forum with minimal responses so I figured it was about time to post else where.
As the title read, I have a 1994 Del Sol (d15) with an SOHC non-VTEC ZC swap in it.
It would turn over with a lot of coaxing and idle shitty/dangerously low whilst not revving over 3500rpm in any gear and sitting still.
P06 ECU, ZC dizzy re-pinned for OBD1 harness, and i haven't an idea.
Any help would be majorly appreciated guys, TIA.
