Cell Code 16, car waont start!

Default Cell Code 16, car waont start!

I just recently changed the head gasket on a family friends 91 civic. The head that came on the car was toast as whoever owned the car before has stripped the spark plug holes( 2 of them) and had already put a sleeve in there and when I pulled the plugs it pulled the sleeves too, so anyways I pulled a head off another D15B1 had it resurfaced and installed everything. The car started briefly but noticed the timing belt was loose so after a couple of days after waiting for a new tensioner I install it, line everything up TDC and go to start the car and it wont start?

Its getting fuel(at the fuel line to the IM)
Its getting spark(pulled the plugs to verify)

the heads do have different head codes(new one on the car is a PM-3, the old one that ended up being garbage is a PM-9) but both came off d15b1's if that has anything to do with it.

Nothing was changed between the time it was running and now other than me removing the timing belt to change the tensioner. I've check to make sure everything is TDC at least 8 times and everything looks good.

The car is showing a Code 16 for the fuel injectors, but as I hardly every work on OBD-0 stuff i dont know where to start to try and fix it. The main thing is as I said nothing was changed from when it ran to now so how is the fuel injectors not working now but did then?

I really dont have the time to mess with this car much longer but i dont want to send my friend to a shop where he will ahve to pay another tow fee and then whatever they decide to charge to fix this issue so any ideas as to what it could be would be greatly appreciated!

test current or change out main relay and reset the ecu...!!!

Its not the main relay, the fuel pump is still priming when I turn the key. Ive disconnected the batter and left it off for well over 20min so that should of reset the ECU. Where should I test the current, on the 2 injector clips?

replace your injectors if ur sure its not the relay...but usually code 16 is the relay
