Default Lowering A 90 CRX

I have a stock 90CRX DX with 13s and stock tires. The car sits pretty high. I plan on putting 15s on with low profile tires. What would be a safe amount to drop this car so the wheelwell was leval with the top of the tire? 1.5" lower spring sound right?

pretty much like they already said, 1.5-2.5 drop will be safe.

What is a top hat kit? I have 2.5 in lowered springs and am afraid they will be too low. If so, is there a way to add 1/2 in to the spring? Or am i stuck with 2.5?
