Default b16 timeing belt issue

ok i thought it was the alternator belt to to tight so i loosen it up. by the way car is making a whineing noise sounds like i got a supercharger. i touch the timeing belt and has no slack whats so ever its to tight. how do i loosen this up just a bit with out pulling the timeing belt cover and crank pulley.

too tight. get some one with some ex to look at it timing is no joke.
