Do you have the right ECU? Do you have the right distributor for your ECU? (OBD-0 distributor for OBD-0 ECU? Or OBD1 distributor for OBD1 ECU?) Do you have the spark plug wires in correctly? Are you getting any check engine lights? You said it idles fine, so it's smooth?

Check your timing (both ignition and engine), it will cause this.

I have fixed this problem before. It was my mechanical timing.
Then I did my ignition timing as well. Ran like a champ afterwords!
You throwing any codes at all?

A stock P28 or a chipped P28? A stock P28 will make a B16 run like crap above 6000 rpm because it's a totally different map. But a P28 chipped running a B16A basemap is what you want, if not a P30 ecu, that's what I have on my B16A.
