Default car wont start. starter wont even click. whats wrong?

so i went to start my 96 civic dx the other day and it wouldnt start. wont bump start, wont do anything.

i do hear the fuel pump prime, but when i turn the key over nothing happens except the radiator fan comes on. it stays on until i let off the key. nothing else happens at all. the starter doesnt even click.

i thought it might be the main relay because i thought i heard it making some noise, but i replaced it and had no luck.
i also noticed that the lights on the left side of the cluster, the oil and bat lights, are a bit dimmer than the ones on the right of the cluster.
i also checked all the underhood fuses.
could it be like a starter solenoid/relay or something?

its sitting in a snowy parking lot, so i would appreciate as much advise as possible before i try to go trouble shoot it again.

check to see if you have 12v from your battery, then check all your grounds, maybe you just need a jump.

i'd say its a bad starter, remove it, take it to a parts store and have it bench tested.

if it's stick then tell your friends to come help you push start it....or wwat you could do to see if it's the starter take a wire fromt he positive of the battery and put it black little sensor thing...it should crank or start if not then ur starter is the problem

could also be your battery

If it's stick check the neutral safety switch.
