Default Timing too far advanced

I have a 1991 Accord. I recently replaced the timing belt. The car runs fine but the idle is a little rough so I decided to check the timing using the service manual procedures. The timing is too far advanced with the distributor fully retarded. I turned it all the way to the stops and although I can see the BTDC mark it is well above the pointer. Any suggestions?

If it is pretty far off with the dizzy retarded all the way then the timing is most likely off by one tooth.

Can the distributor be removed and turned a tooth to adjust timing?

No, if the dizzy was turned all the way, like you said, then your timing has to be off a tooth. All that is critical inside the dizzy when it comes to timing is the rotor button, and if it is off at all, meaning the rotor button is passing the wrong spark plug, then it is firing the spark plug at the wrong time. So if you take it off, make sure you know where it was. So looks like you need to take it apart and figure out what happened. No biggie. I had a problem like that once. I was working on mine, my dad was helping me in our garage, and either him or I accidentally turned and moved the cam gear and when I put it back together I ended up being two teeth off. But its ok, learned a lesson, that was a while ago.
