Engine Over Rev Problem

Icon6 Engine Over Rev Problem

It's an Automatic 94 Accord EX-R. Every-time Im going into Second gear & Third gear it over revs. The faster I am going the more it over revs. Even if I go slow, It over revs. I have to let go of the accelerator as its shifting gears for it to not over rev...Anybody have a smilier problem? Is it sound transmission or engine? An I have a APEXI Air Flow Converter installed. Would the settings to it, have anything to do with this problem? If anybody could help me out I would appreciate it.

transmission on those cars suck! I have one and its for delivery I use at my shop. It always hesitates to shift gears.
