Default Mild Built B18b running issues

The setup...
B18a1 block
B18b head
custom intake
Vision throttle body
Blox intake manifold
handata intake manifold gasket
dsm 310cc injectors
crain stg 2 cams
vision cam gears
arp head studs
cometic head gasket
JDM gsr pistons (10.5:1 compression)
acl bearings
dc headers
custom 2.25" exhaust with resonator and muffler
10.2mm plug wires
msd ignition coil
vision distributor cap
b&m fuel pressure regulator
obd1 conversion (jumper harnesses for ecu and dizzy)
crome chipped p28 ecu w/datalogging (wideband tuned)
stage 3 act clutch
12lb act flywheel

Problem...
Car has been running great for over a year now. It was driven to work saturday morning and ran great but here in VA a slight ice/snow storm hits wile i was at work and when i come out there is 1/8th inch of ice on whole car and doors are frozen shut. i get into the car and start it, starts fine but idles real low (400-500rpm)... I figured it was because it was cold and the battery might have had a little less voltage then normal. I let it warm up for about 30 minutes until warm. went to drive it home but when i would press the throttle it would bog down and almost die. In midrange rpm drives ok but lacks power and it's hard to get the car over 65mph. It gets me home and i let it sit overnight.

sunday i get up and try a different TB with different MAP and TPS sensors, no change. I also tried a different p28 ecu and checked my tune on the chip... again no change... got frustrated and let it sit overnight again

today i get up and plug up the laptop to the datalogger and log with freelog. By the looks of it the ignition timing is good, ect sensor is normal map and tps seem good but the injector duration is super high compared to the crome map on the tune (see picture posted) so it seems like for some reason the car is running SUPER rich and thats the main issue....But why?

I'm at a stand still for the moment. Friday i'm going to hook up my LM-2 and log again to double check. any help would be greatly appreciated.

Do you have crome pro and do you have access to a moates ostrich rtp and datalogger cable. If you have crome pro and not free crome have you went to live tuning option in crome to watch all sensors duties while in real driving conditions?

No unfortunately all i have is crome free, a hondalog (and freelog software), LM-2 (with analog in/out cable, and logworks software), and a burn1. All i have been able to do is what i described above. I have had a few people say that maybe my injectors were sticking open, but isn't the data logged in freelog what the ecu is telling the injectors to do and not what they are actually doing? Also had a suggestion to drain my gas and change my fuel filter because condensation from the ice could have gotten into my fuel, So i guess i'm going to try that this weekend...

might consider checking your radiator level and mix. if it froze in the head you could have compression issues? Yes, its doubtful, but its easy

Update...

I logged again wile sputtering around the local streets trying to get some good data and realized that the map shows only -6 to -11 of vacuum wile at idle! normally its either between -15 to -17 or -20 to -22 depending on your setup. this is causing my fuel maps to run richer because it thinks it's getting more air. So i swapped out the map again, same issue. I then tried an OBD0 external style map...same thing. checked my MAP wiring and it seems fine, and tried logging on a friends car with the same ecu so i know the ecu/software are ok.
