Default Really need some help with a Dizzy swap! (D16z6)

The swap is a d16z6 (mini me) that went into a DX I had the engine harness custom made by a certified automotive electrician. The original ECU was replaced with a p28 (OBD1) and the head has the z6 distributor.

The problem is when i go to turn the ignition switch the starter barely turns and is very lazy in the process, sometimes not spinning and then jumping. I replaced the battery thinking it was a problem then took the starter to get it checked at Autozone. The starter ended up being good according to Autozone Tests. As i continued to put the car back together I also noticed that the high beams will turn on but the regular lights and turning signals wont work. I can only assume what the problem could be, I have contemplated that the problem for the low beams and turning signals could be due to a bad switch, but i can't be sure. I have checked the bulbs and fuses and they look good so i have ruled them out as the problem. I am not a Mechanic nor do i have a background in it, I am a network engineer/web developer so any help or direction is greatly appreciated.

I Assume that the problem is being caused by a couple of things, 1 an electrical short, a bad ground or a bad dash harness

follow the lines from the headlight harness and look for i believe 2 lil boxes(white or blue in color) and those are the grounds for the headlights. make sure they are bolted down to the chassis tight as they are the grounds. try it, it happened to me when i had to my buddies harness when he ran over his bumper signals and ripped part of the harness lol.

I had a similar problem with my Hatch. Turned out to be the ground on the thermostat housing was bad.
