sounds as if you tie rods are shot and yes your dampers are probably done in the rear.

H&Rs are excellent springs. However this post is too vague to give any real guidance.

Which H&R springs are you running? H&R OE sport? H&R Sport? H&R Race? What shocks are you running and how old are they?

As for tire wear, not necessarily your tie rods, but you should inspect them. You may simply need an alignment. When you lower a car, it naturally toes out and you do an alignment to bring toe back into the proper range. 0 toe up front is a good starting point.

To check your dampers, simply press down on each corner of the car with your full weight. It should be firm and move up/down consistently. If it moves up/down too freely to the point of being nearly bouncy, then yes, probably time for new shocks.

With 60% of the weight being on the front, stiffer springs on the front, and more abuse on the front, it is unlikely that your rears are blown (without fronts being blown as well). Point here is that the rears don't do much work and see little abuse, *UNLESS* the car has not been properly maintained.

just by looking at it looks like the toe is off. new struts are going to be ordered

H&R Sport springs are junk. Way too soft for the amount they drop.
