Not getting compression in Brand New rebuilt D16 Engine

Okay so i rebuilt my D16y8 block with a D16z6 Head. Brand new pistons rings, bearings, head was re-built and everything but im only getting 60 psi in each cylinder could it be my compression checker?

Did you have the throttle open?
Is the cam timing correct?
Valve lash correct?

throttle not being open will not cause it to be that low

do a leakdown test to see where its leaking at

sounds like you have the timing belt off a tooth or something. Did it start up? like they said leakdown test.
