Default fluttering rebuilt gsr engine

97 GSR running OBD2 GSR ecu.

here's the specs:
bottom end:
b16a pistions and everything else is stock/oem. oem 3-ply headgasket
head:
omni flat face valves and dual valvesprings. OEM gsr cams. stock injectors. skunk2 pro series IM and 68mm skunk2 throttle body. type r 4-1 replica headers. Hondata Intake manidfold gasket. Testpipe with only the first o2 sensor plugged in.
transmission: fidanza light weight fly 11lbs? F1stage 2 clutch. CTR LSD transmission using OEM HOnda Manual fluid

things checked and rechecked: valve lash. spark plug gap. engine oil level. timing belt timing(cam gears to crank pulley are spot on), gas is low but the light isn't on. *note: i want to check the distributor timeing but i have not gotten the car to warm up properly.

Problem: the motor is recently rebuilt. starts and idles fine but when i rev it, it will stumble and flutter. if i rev it to ~3k rpms it'll just drop and the engine will go silent but sometimes it will pick it up again before it completely dies.

Odd things: CEL is on(prob the 2nd o2 sensor) SRS light is on. car does not COLD idle properly(does not rev to ~1500 like a cold engine should)

*edit: just realized i may be running a single layer Buddy club head gasket. it also idles at about 500-700rpms. heater doesn't work after rebuild

First, bleed your coolant.
Second, Fix your CEL
Third, check your cam timing (is it off a tooth)?

Honestly, you shouldnt even be posting this being that you KNOW you have a CEL....the first thing always is to fix the CEL. ECUs do not like CELs and it has turned on this light on your dash to let you know something isnt right so that you can fix it. So....fix your CEL.

1) the reason why i can't really fix the CEL is because i'm running a testpipe. therefore, even if the 2nd o2 sensor was in, it would still throw a code. i have a s300 but it is faulty and won't even start the car. i need the car running decent so i can bring it to the shop to get it tuned/fixed.

2)
i left the car to idle with the radiator cap off for about a half hour. the way i leaned to blee the coolant system. i guess i can go back do it properly. i had a odd thing wiht my gsr though.
1) in the picture, i am missing the red circled part.
2) i had to by-pass the throttle body cause i have a skunk2 that no longer has that on the throttle body. it is running from the 3 blues with a t-splitter. i had it running like this previously with my other motor and it ran perfect.

the manual is for a 94 integra. if anyone knows if it goes somewhere else please let me know.

3) the Cam gears are spot to each other as well as the to the crank pulley(aligned to the white mark on the crank pulley).
