You can sand down that area, feather out the sanding until the paint stops chipping, and then just spray that area and blend it in with the rest of the bumper.
Looks like whoever sprayed it didnt prep the area correctly. Chances are it will most likely do that on the rest of the bumper. But you can try out what Hawke said and see if that works
have fun blending single stage paint. not a highly reccomended thing to do if your not an experienced painter, if you dont know how to use blender correctly youll ruin it easily and that being said, that is a large area to use blender.Again not a highly recommended thing. Melting should ideally only be done on small areas. Blending finishes is only a temporary solution anyhow, itll eventually die back an your blend spot will show back up in less than a years time. your best bet is to sand all that crap off and respray the bumper. Someones lack of prep work is the reason for that stuff chipping off like that in the first place, sand it down and do it properly. Being as your asking how to fix that, I would bet to say your not even certain what blending finishes(not color)even is so dont do it man. Just sand it down, and respray it and make sure its prepped up well and youll be alot happier than trying to put a band aid on that bumper.

thanks guys... nah it wasnt the painters fault. i backed into my sisters car. lol. thanks for the advice though. i just dont wanna pay $170 to get the bumper resprayed. what kind of paint should spray over and try to fix it with?.
I knew by looking at it that it wasnt a prep or adhesion issue but had been hit. Just feather it out and reshoot the whole bumper or you will have problems
