An O2 sensor is plug and play? If you had a CEL because of it did you pull the battery cables or use an OBDII scanner (if you're 96+) and reset it?

Then why did the Inspector told me, and gave it to me in writing that it wasnt ready, while everything else read "Ready".

Sounds like the inspector was smoking crack

Why not call the shop and have it clarified?

Read this link's section regarding the "readiness monitors", usually you do not need all monitors "ready" to pass an emission test. If most other monitors are ready, especially the catalyst monitor, the O2 sensor monitor should be "ready" soon after that. Read the recommendation regarding driving it to get the monitors ready.

Well i called another place, but what they told me made no sense at all. "Just drive it around, ever car is different" and I told him what kind of car i have, and he was like "Oh in that case, just find a back road, do the whole warm car up thing, then drive it at a certain speed for a certain amount of time." Though he never told me the speed, or for how long so i thought he was just messing around with me. Either way i did it, pushed it to 100 for a little bit, and slowed it down, drove Aljay (my car) around for about a good five minuets and bam he was ready and passed the test. Though i still think that guy was messing around with me cause i made fun of him yesterday.
