Transmission breather tube, nothing goes there except a rubber cap that fell off of yours.

if you want you can put one of those miniature cone filters on it, i think it mighta could have been hooked up to the intake pipe before throttle plate

on my automatic, the breather is like that but its got a little rubber candy cane shaped hose to keep water out
