steering wheel change how to ?

wheel seem loose any way to tighten it have a hard time getting in for starters

It's a splined shaft, and there is a nylon lock nut on it that is on pretty tight. It shouldn't move in and out or wobble. If it feels loose, check the tie rods and rack

it seems as if it has been changed before and not installed tight when changed how do you change wheel
