Keyless entry remote transmitter not working. If you help me out you get a free gift

I switch out the batteries to the transmitter and the red light just stays on. I tried to
synchronize it with no luck.
I have a 98 Civic EX with the stock alarm, and stereo system. I bought the car with a dead
battery in the transmitter. When I try to synchronize the remote it seems everything is
working fine on the stereo's end. (locks make the noise) Is there something I'm not doing?

Here are the Honda OEM instructions for programming the remote for 99+



For a 96-98 model there is a program button on the radio I think it is in the middle of the tune up/down button

are you sure that the actual transmitter is good? You can get new ones on egay for like 20 bucks. If there is a new battery in it and your doing the relearn correctly then only other thought would be the actual tranmitter is faulty.
